Economic Development District
Rushan Economic Development District was established in 1992 after approval of Shandong Provincial People's Government, starting zone of 6 square kilometers. In 2007, the municipal government put 7 villages including Damo, Zhaikou etc. under jurisdiction of the development district. In February 2009, the development district and Rushan Pass Town merged, after integration, the development district administers 41 administrative villages, total area of 107 square kilometers, coastline length of 36 kilometers, intertidal zone area of 1,600 hectares and has National Category II port - Rushan Pass port.
I. Location advantage
Rushan economic development district is located in the heartland of three cities – Qingdao, Yantai and Weihai, 1-hour ride distance away from the airports of the three cities, it has convenient sea, land and air traffic system, and it is one of the nearest area to Japan and Korea. From the view of intracity location, the south of development district borders Yellow Sea, the north is close to the downtown, 10 kilometers towards the east, there is national 4A Grade Silver Beach tourism resort, across the sea, there is 4A Grade Big Rushan scenic zone. Within the development district, the coastline of 35 kilometers, there is a National Category 1 open port - Rushan port, Rushan coach station lies within the district, only 8 kilometers distance from Tao – Wei railway.
II. Supporting infrastructure facilities
The infrastructure construction has been being improved continuously. After 20 years of development, the supporting facilities in the development district have been gradually perfected. Cumulative investment of CNY1 billion, in the aspect of road construction, Qing-Wei expressway, Gold-Silver Avenue and Mountain-Sea Avenue run through the district, connecting with 4 transit trunk roads, the traffic network in all directions has formed. In the aspect of electricity supply, with coordination of electric power department, one 220KV substation, one 110KV substation and six 35KV substations are invested and built, which can meet the enterprise demand for electricity. The district has adequate water, the large diameter pipes are used to connect with the water plant which has daily water supply capacity of 100 thousand cubic meters, the district has basically realized “seven-connection, one-leveling” of the road, water, electricity, natural gas etc., it has the carrying capacity of various investment and residence projects. Rushan port within the district, total planned area of 4.51 million square meters, planned 16 berths, planned coastline of 7,655 meters. Two 20 thousand ton bulk cargo berths with investment of CNY370 million have been completed, its annual handling capacity is up to 1.8 million tons. Completion of the port has great significance to development of blue industries such as port adjacent logistics, yacht industrial park, sightseeing tourism etc. by the development district. On this basis, the development district has increased efforts on development of service industry in recent years. At present, trade and logistics facilities, living facilities including residential quarters, hotels and taverns etc. are built on both sides of main roads within the district, overall supporting facilities are gradually striding towards comprehensive district for pleasant living and working.
III. Industrial structure
Rushan economic development district is the core area of economic development in Rushan City, the gathering area of industrial development, new highland of service industry sharp rise and demonstration area of new urbanization. In recent years, the development district has straightened out and planned the industries within the district, divided them into six characteristic parks including machinery and equipment manufacturing, biotechnology, new energy, new materials, trade and logistics, marine equipment as the main direction that the development district is aiming at to promote industry development; the district combines project introduction with industry cultivation, vigorously carries out investment attraction for industry chain complement. A good momentum that characteristic industries develop in cluster and in the industry chain emerged. Currently, there are more than 400 enterprises settled in the district.
New energy industrial park: planned covering area of 11.8 square kilometers, among it, the starting area of 3.4 square kilometers. The north of the park is from City South River, the south is to the Wei-Qing expressway, the east is from Zhanjiang Road, the west ends on Zhenxi Road. For the purpose of building industry demonstration base of country new energy industrialization, relying on strategic partnership with Shandong Province Solar Industry Association and construction of solar energy laboratory in the national energy-saving products quality supervision and inspection center, the park develops new energy equipment industry including high-end solar energy, wind energy, biomass energy, geothermal energy, ocean energy etc., plans to spend 3 years in achieving output of CNY15 billion.
Biotechnology industrial park: the north of the park is from Jiangmen Road, the south is to Coast Street, the east is from Mountain-Sea Avenue, the west ends on 2nd Entrepreneurship Road, the area of about 2.9 square kilometers. For the purpose of building marine biotechnology industry base of blue economic zone, relying on abundant marine resources, vigorously develops industries including biological medicine, health care products, nutritional foods, seafood feed, biological materials etc., cultivates leading enterprises, extends industrial chains, increases fine and deep processing capacity and value-added products, plans to spend 3 years in achieving output of CNY10 billion.
Machinery and equipment manufacturing industrial park: the north of the park is from Mountain-River Street, the south is to Shugang Road, the east is from Century Avenue, the west ends on Mountain-Sea Avenue, the area of about 4.7 square kilometers. For the purpose of building Shandong Province machinery manufacturing industry demonstration base, relying on the advantages of existing industrial base and more spare parts enterprises, the park vigorously introduces and cultivates such industries as electric and electrical equipment, automobile assembly and parts, high-end equipment R & D and manufacturing etc., plans to spend 3 years in achieving output of CNY20 billion.
New material industrial park: the north of the park is from Taiwan Road, Coast Street, the south is to Shugang Road, the east is from 1st Entrepreneurship Road, 2nd Entrepreneurship Road, the west ends on Muping-Rushan highway, Western Photoelectricity Road, the area of about 3.3 square kilometers. For the purpose of building new material industry base, the park vigorously develops such new material industries as nano materials, wear-resistant materials, catalytic materials, environmental protection materials, optoelectronic materials, special steel etc., plans to spend 3 years in achieving output of CNY10 billion.
Marine equipment manufacturing industrial park: the north of the park is from Northern Photoelectricity Road, the south is to Shugang Road, the east is from Western Photoelectricity Road, the west ends on Muping-Rushan highway, about 5 square kilometers. In order to build marine equipment manufacturing industry platform, relying on the port and coastal advantages, the park vigorously develops such industries as shipbuilding, marine engineering equipment manufacturing, yacht manufacturing etc., plans to spend 3 years in achieving output of CNY10 billion.
Trade and logistics industrial park: the north of the park is from Mountain-River Street, the south is to Taiwan Road, Shugang Road, the east is from Bus Station Eastern Road, the west ends on Century Avenue, about 1 square kilometer. To build a comprehensive supporting service platform for industrial development, relying on traffic advantages of bordering on sea, having port, connecting roads and stations, the park vigorously develops comprehensive supporting industries such as professional storage and logistics, trade, leisure etc., plans to use 5 years to achieve output of CNY10 billion.
IV. Investment attraction services
According to different nature of projects and the amount of investment in the projects, the development district will give the projects different support in the aspects of land and taxes. The district propagates the concept of "Every matter of an enterprise is not a minor matter, our services are unlimited", gives full play to the service function of the development district, actively carries out propaganda of policy information, abutment service of banks and enterprises, moves service gateway forward, continuously deepens construction of service-oriented government, promotes project construction and enterprise development with "nanny" type of services.
